On Saturday an estimated 1 million people poured on to the streets of Santiago for a peaceful protest that was reputedly the country’s largest since the dying days of Gen Augusto Pinochet’s dictatorship in the late 1980s.

• I am not a vicar. I used to be one; but I retired more than five years ago. It is unfortunate that the church spends time discussing ecclesiastical millinery and human sexuality over and above those matters that really have effect and consequences upon ways of life and living. These do not have to be named, they are too well known.

Part of the problem is that ratings agencies are funded by the very companies they rate. If you want to be rated, you must pay an agency between $1,500 and $2,500,000 for the privilege, depending on the size of your company. In theory, this creates a conflict of interest, because it gives the agency an incentive to give the companies the rating they want. It could explain why, for much of the past decade, agencies seemed happy not to question either the risks banks were taking, or the accuracy of their accounts. “We rely on audited statements,” one senior analyst told Alexandra Ouroussoff, an anthropologist who spent six years interviewing people involved with credit ratings agencies. “We are hamstrung by audited statements. If lying accountants sign off on a fiction …” The analyst – known as Jane – left the sentence unfinished, but her inference was clear: the agencies are only as effective as their clients are honest.

By highlighting the seriousness of the situation, finance ministers argue the agencies are making things worse, because of the cooling effect their downgrades have on investment. “The rating agencies fuelled the crisis in 2008,” raged Christian Noyer, the governor of the Bank of France, in December, “and we can question whether they are not doing the same thing in the current crisis.”

It ought to be natural to form that secure bond. But post-natal depression, problems with conception or the birth experience, domestic violence and issues of poverty can all get in the way. And one of the biggest obstacles to forming that secure bond is when Mum didn’t have a secure relationship with her own mother. This truly is a cycle of deprivation that is passed down through generations.

What about other unmeasured costs? Research shows that more than 80% of long-term prison inmates have attachment problems that stem from babyhood; there is now evidence to suggest you can predict two thirds of future chronic criminals by behaviour seen at the age of two.

Peter Hartmann, the director of CODEFF Aysen, an environmental group organizing to protect the wild ecosystems of Chilean Patagonia, said: “It’s a shame because the summit was an opportunity for Chile to be more coherent in their environmental outlook and to bring international attention to the environmental issues in Chile.”

Prevention is bestPrevention is not only kinder, it’s also far cheaper than cure. Each looked-after child costs the taxpayer around £347 a day. Each adult prison inmate costs the taxpayer around £112 per day.

What is clear to all those involved in supporting the earliest relationships is that the awareness of the critical period from conception to age two is not widely understood in our NHS and public services. Training provision for professionals is not yet good enough.

“People still want an LDP government, but after Mr Abe has resigned they’re asking: ‘Who’s got a different style?'” Ishiba told Reuters in an interview. “I’ve continuously challenged Abe and I have more support than those who haven’t. This is not based on performance, but on expectations.”
